You might notice that OR operator does not work for Robots when you use comma-separated owner IDs The bot test shows that 0 accounts are affected. If you just use one Owner ID it works as expected.

Information

Owner ID field is actually not supported. Generally, only text fields are supported. There is an easy way to know if it is supported by just looking at whether there is help text under the value when creating the robot indicating that.
