You are trying to add new users in a recently created sandbox environment, but no users are displayed and you see a message:

This issue may happen if you have selected the 'CRM Role Hierarchy' or 'The Manager field on the CRM user record' option to structure teams in Playbooks and the manager selected for the team does not have users assigned to them in your CRM.
To resolve this issue, submit a request to our Support team to delete the current Sandbox environment and create a new sandbox. Next, make sure to select the Custom Teams option for team structure in Playbooks.
If you want to keep the option to define the team structure based on the Manager field on the CRM user record, make sure to either assign users to the correct manager account in your CRM (the one which you selected when creating a team in Playbooks) or create a new team in Playbooks selecting a manager from your CRM who has reps assigned to them.
