You need to have a separate structure in the admin menu (i.e. Robots, Plays, Templates) for a team of your colleagues from another country, which will start using Playbooks soon, and you want to know how to realize it.
This can be achieved by creating a separate organization (environment) in Playbooks for the office in another country if each team is using a separate CRM instance (e.g. Salesforce). Please contact your account manager to request a new environment.
If both departments in different countries are using the same CRM instance (single), it is not possible to have a separate structure/environment for each team - Salesforce instance can have only one integration user, and, as a result, both teams will have access to all the data related to leads, accounts, etc. (for both regions). This is not recommended as you may encounter scenarios where people from both teams would be working on the same lead without knowing.
The only workaround for this situation would be to create separate teams in Playbooks and view templates and Plays By Team in the Manager app. There is no option to filter robots in the Manager app based on team level.
